PWR Reporting – Frequently Asked Questions (FAQ)

Who can access the PWR report?


Only Administrators and Job Planning (JP) Administrators can access the report. It is available at ADMIN > Job Planning > Job Plan PWR Report.


What does the PWR report measure?


It shows the Job Plan sign-off rate for Consultants and SAS Doctors. The compliance definition aligns with the national NHSE metric:

Most recent job plan sign-off occurred within the past 12 months (rolling 12-month period), signed by the doctor and their clinical manager/service lead (or nominee), and recorded either on paper or within an e-job plan system.


What counts as compliant?


A doctor is counted as compliant if:


  • The Job Plan owner has signed off, or
  • the next-tier signatory has signed off, and
  • that sign-off occurred within the last 12 months (rolling period).


Offline Job Plans are counted as compliant where the completion date falls within the same rolling 12-month period.


Does the Tier 2 signatory have to be the Clinical Lead?


No. The system checks the configured next-tier signatory role. This may not always be titled “Clinical Lead” locally.


Why do our figures change daily?


The PWR report is calculated in real time when the page is loaded. It always reflects the current rolling 12-month position. This means that:


  • if a Job Plan moves outside the 12-month window, compliance drops;
  • if a Job Plan is signed off today, compliance increases immediately.


We need figures for the last day of the month. How do we get them?


The PWR report is calculated in real time and reflects a rolling 12-month position. The system does not store historical snapshots. If your PWR submission must reflect the position on the final calendar day of the month, the ideal approach is to:


  1. Access the PWR report on that date.
  2. Export the CSV.
  3. Retain that export for submission and audit.


However, we have checked this with the national team at NHSE, who have confirmed that it should not be a problem if figures are provided a few days out of date where necessary. This means that if you are unable to export on the exact final calendar day, accessing and exporting the report shortly afterwards should still be acceptable for PWR submission purposes.


Why are some doctors showing as missing a grade?


A Grade field has been introduced with the following values:


  • Consultant,
  • Associate Specialist,
  • Specialist Grade, and
  • Specialty Doctor.


Grades were initially set using the Contract Type selected by doctors in their Job Plan where No contract type was selected, or the doctor was not SAS or Consultant. A grade was not automatically set. These users will need to be reviewed and updated locally.


Some users don’t have a grade but still need a Job Plan. Is that correct?


Yes. Some users may not be consultants or SAS but still require a Job Plan locally. They can continue to have Job Planning enabled. The grade field supports reporting and filtering but does not control access to Job Planning.


How do we identify users missing a grade?


Option 1 – use the Advanced Job Plan Report


The Advanced Job Plan Report includes a Grade filter and a “No Grade” option. You can filter:


  • Grade = No Grade
  • Job Planning enabled


This identifies users requiring review.


Option 2 – use a CSV Export


  1. Go to ADMIN > User Data > All Users > Download CSV
  2. In the CSV, filter the Grade column to blanks, and filter the Job Planning column to “Yes”.


This will show users who have access to Job Planning but do not have a grade recorded.


How do we update grades in bulk?


  1. Download the Users CSV.
  2. Update the Grade column using exactly one of: Consultant, Associate Specialist, Specialist Grade, or Specialty Doctor. The wording must match exactly, including capital letters.
  3. Go to ADMIN > User Data > User Update Import.
  4. Upload the updated CSV and select Update Grade.
  5. Follow the standard User Update Import process.


Why are some Job Plans counted as compliant even if they were completed offline?


If an offline Job Plan has a completion date within the last 12 months, it is counted as compliant, in line with national reporting expectations.


What happens if a consultant has no signed Job Plan?


They will be included in the denominator and counted as non-compliant.


Does Job Planning have to be signed by both parties?


For compliance purposes, the metric requires the doctor and their clinical manager/service lead (or nominee).

However, compliance in the report is triggered when either the owner or the next-tier signatory has signed within the last 12 months, reflecting how sign-off is operationalised within the system.


Does this impact our standard SARD compliance reports?


No. Your standard SARD compliance reports remain unchanged and are based on different logic.


On SARD, a doctor is compliant for Job Planning if they have a complete Job Plan for the current date or upcoming Job Plan cycle. A complete Job Plan must be signed by all required signatories, not just the doctor and 1st level sign-off as in this KPI.


The PWR KPI report only looks at when the Job Plan was signed within the last 12 months. It does not assess whether the effective date of the Job Plan is current or future-dated. As a result, it is possible for a doctor to be compliant on one report and not the other, depending on timing and sign-off status.
